76101cfe52Basic/Diagnostics: Add an isDefaultMappingAsError method, and switch TextDiagnosticPrinter to use that instead of extracting the current mapping via getDiagnosticLevel, which fixes one class of corner cases w.r.t. printing the "-Werror" diagnostic option marker.
